According to the Saab EPC guide the passenger one does have a switch which needs to be plugged in so don't put a buckle without this switch on that side. It is for the driver's side. There's a little check ball in the seat belt that will cause it to not allow the seat belt to release, like in the case of an accident. Sometimes in rare situations these check balls won't realign and randomly will cause the seatbelt to lock up. I had one from a 99 that did that and I almost couldn't even use it anymore.
